So I was disappointed to find that the bounce to movie is not available in 24 bit mode.
Does anyone have any insight into why or if will be available soon?

64 bit mode lacks the bounce to movie feature. Sad but true I know. 

I wouldn't hold your breath just waiting for anything software related. Apple could update next week or next year. 

I've been telling clients to bounce to disk a mix. then open the bounce in a new 32 bit session and bounce to movie there. A couple of extra steps I know, but it should only take a minute or two at most to complete. 

Also, I have a tip for you to make moving between 64 bit and 32 bit logic easier.  Duplicate the Logic application and rename it to Logic 64bit... or visa versa.  Then change the preference for the copy. Now you can decide which version you need to open to start with.
