I would like to find out if you can do something like Flextime in Logic Pro 8?
I am trying to take a loop of a vocal track and speed it up t
o match the rest of tracks?

That's introduced in Logic9, but you can do it the old fashioned
way by using the SampleEditor's TimeMachine. Or convert the
region to an AppleLoop.
